If you can survive on the least amount your society pegs then you can safely say you are well prepared for situations where scarcity is agenda of an entire society. 

Many say a situation like this is imminent and that when the proverbial does hit the fan, those who walk among us who are not used to going without will perish very quickly.  There are a lot of survivors out there on the planet who have been prepared for this since birth.  Stay safe.
