Over the 26,000 year cycle we re-incarnate with the same groups of souls to learn our soul lessons for eternity.  God experiences God though our manifestation in physical reality as mortal beings.   Although we are here in our mortality, we are also ethereal energetic beings and the ethereal level is here on Earth as well simultaneously. 

The Ethreal plane is where the souls of this cycle who have passed from the physical plane and are awaiting the light of Orion and the higher consciousness to return. This is when we are all judged to see how much light is in the heart before we can move on to Zep Tepi.
